Dr. Andy Crosby’s work centers on public budgeting and financial management, intergovernmental relations, and survey methodology.
In January 2026, Dr. Crosby co-authored Public Budgeting and Financial Management: Getting on Track, published by Routledge. The textbook provides an accessible, applied introduction to public budgeting for students who do not have prior experience in economics or statistics. It will serve as required reading for undergraduate and graduate courses in public budgeting and financial management, and offers a unique one‑stop shop for traditional one‑semester budgeting courses in Master of Public Administration (MPA) and Master of Public Policy (MPP) programs.


In addition to this publication, Dr. Crosby served as Survey Expert and Analyst for UCR’s inaugural Sustainability Literacy Assessment, a university-wide initiative led by the School of Public Policy’s Center for Community Solutions. The study found that seniors scored significantly higher than freshmen on measures of sustainability knowledge, providing evidence that students are learning key concepts during their time at UCR. Through his teaching and research, Dr. Crosby is strengthening budgeting and financial management instruction at the School and contributing expert insight on timely issues related to surveys, polling, and public opinion.
